Imam Ali (peace be upon him): "الرَّحْمنُ عَلَی الْعَرْشِ اسْتَوی [The Most Merciful is established over the Throne]" (Ta-Ha/5) — meaning that Allah's governance [over the affairs of creation] became firm and settled, and His command prevailed. And His saying: "وَ هُوَ الَّذِی فِی السَّماءِ إِلهٌ وَ فِی الْأَرْضِ إِله [He it is who is Allah in the heaven and Allah in the earth]" (Zukhruf/84), and His saying: "وَ هُوَ مَعَکُمْ أَیْنَ ما کُنْتُمْ [And He is with you wherever you are]," and His saying: "Three do not converse secretly except that Allah is the fourth of them" (Mujadila/7) — what Allah means in these verses is that the trustees of Allah, through the power that Allah has granted them, have dominion over all of His creation, and their action is His action. [For this reason, this presence has been attributed to Allah.]
